Capacity Development
It has been said that even in developing countries capacities are there, so, those are not something to be built from scratch, but, to be developed.
Capacity Development seems to remind us of training or lecturing aiming at transfer of a certain technology or technique.
However, it has also been recognised that individuals having acquired specific knowledge or technology must be retained in an organised manner, otherwise, impact to be brought about might be less significant than expected.
In order to institutionalise trained individuals to generate siginificant impact through developmental activities, in which areas should we concentrate our investment?
Institutional building or organisational development would be a concept which could provide us with some answers to that question. But, it does not seem easy to learn...
Arguments appear to uselessly expand, and make most of us lose sight of more foreseeable ways forward...
Public financial management, payroll reform, etc.
It seems to me that sufficient and continuous inflow of money could solve most of the difficult problems which are frequently discussed in relation to capacity development...
